Hum... what did you try, and what did you expected exactly ? The quest filter shows quests with minimum level required equal to the one you selected (and depending on the faction you selected).

I selected level 40 in Kalimdor, alliance.
No quests in tanaris

Same here. I tried a few different values with the show quests box checked but nothing happened (chrome).
